Introduction: Free RSCIT Course Scheme

In the modern era of information technology, computers have become essential for daily life, enabling tasks to be completed efficiently and quickly. Most day-to-day activities are now computer-based. It is vital to empower women by providing knowledge about information technology. With this objective, the state government has introduced a scheme to offer basic computer training to women, ensuring they are familiar with general computer knowledge and its applications.

To achieve this goal, as per the Rajasthan Government’s Budget Announcement for 2011-12, women from all sections of society—including homemakers, adolescent girls, self-help group members, college students, BPL families, and women from Scheduled Castes and Tribes—will receive basic computer training. The training will be conducted through Rajasthan Knowledge Corporation Limited (RKCL), and all expenses will be borne by the state government.

RSCIT Course Details

RSCIT Training: Rajasthan State Certificate Course in Information Technology

1. Training Duration: The course will span 132 hours over 3 months.
2. Eligibility Criteria:
   • Women aged between 16 and 40 years.
   • Must have passed the 10th standard.

How to Apply

Women and girls interested in RSCIT training can apply using the prescribed application form. The form can be downloaded from the Departmental Website or the RKCL Website.

1. Fill out the application form with details like educational qualifications, age, and category-related certificates.
2. Submit the application online via the RKCL Portal. Include your Aadhaar number in the form.
3. Applications can be submitted online using e-Mitra, cybercafes, or other online services through the portal link www.myrkcl.com/wcd.

Required Documents

Applicants must upload scanned copies of the following documents:

1. Educational Certificates:
   • Class 10th mark sheet for educational qualification and age verification.
   • For graduates (if applicable), graduation mark sheet.
2. Special Category Certificates (if applicable):
   • Widow: Husband’s death certificate.
   • Divorcee: Divorce papers.
   • Deserted women: Affidavit of desertion.
   • Domestic violence survivors: Copy of FIR or report under the Domestic Violence Protection Act, 2005, or documents from a women’s help center like Sakhi One Stop Center.
   • Anganwadi workers: Proof of employment and graduation mark sheet.
   • SC/ST candidates: Caste certificate.

Selection Process

1. Merit List Preparation:
   Applications submitted by the deadline will be evaluated by RKCL. A merit list will be created based on departmental guidelines and shared with the Deputy/Assistant Directors at the divisional level.
2. Final Selection:
   • A district-level committee will verify the merit list.
   • Trainees will be selected online based on priorities and available seats at IT Knowledge Centers.

Selection Process and Training Guidelines for RSCIT Scheme

Criteria for Selection in Case of Excess Applications:

If the number of applications exceeds the available seats, candidates will be selected based on the following priority order:

1. Widows, Divorced, or Deserted Women.
2. Women Affected by Violence: Documented cases of domestic violence or similar incidents.
3. Class 10th Pass Applicants: Preference to Sakhi center participants.
4. Graduate Anganwadi Workers.
5. Government School Graduates: Candidates who completed Class 10th and graduation from government schools.
6. 25+ Years Old Applicants: Candidates who completed Class 10th from a government school and are 25 years or older.
7. Graduates: Candidates with a graduation degree.

After selecting candidates from the above categories, remaining seats will be allocated based on Class 10th marks. In case of a tie, older candidates will be given preference.

Reservation Policy

• 18% Seats Reserved for Scheduled Caste (SC) Candidates.
• 14% Seats Reserved for Scheduled Tribe (ST) Candidates.
• Unused reserved seats may be filled by candidates from other categories.

Post-Selection Process

1. Notification:
   Selected candidates will receive information via SMS or email on their registered contact details. This will include the name of the designated IT Knowledge Center.
2. Reporting at Knowledge Center:
   Candidates must report to the assigned center for training.
   • A learning kit will be issued upon reporting.
   • Biometric registration is mandatory within one week of reporting.
3. Biometric Attendance:
   • Candidates must mark regular attendance using biometric machines.
   • Failure to maintain attendance will result in cancellation of admission.

Training Details

1. Training Provider:
   Rajasthan Knowledge Corporation Limited (RKCL) will conduct training at designated IT Knowledge Centers.
2. Attendance Requirements:
   • Minimum 65% Attendance: Candidates with less than 65% biometric attendance will not be eligible to appear for the final exam.
3. Course Duration and Certification:
   • Training will be conducted as per the course duration.
   • After completing the training, candidates must participate in an exam conducted by Vardhman Mahaveer Open University, Kota.
   • Successfully passed candidates will receive certificates from the university.

Payment Process for RS-CIT Training

The Department of Women and Child Development will pay Rajasthan Knowledge Corporation Limited (RKCL) in two installments as part of the RS-CIT scheme.

First Installment

• Payment will be made only for trainees who:
  1. Have been issued a system code (Tantresh code).
  2. Have completed biometric registration.
• The training cost for the RS-CIT course is ₹2,700 per trainee.
• 50% of this amount will be paid as the first installment.

Second Installment

The remaining 50% payment will be made after fulfilling the following conditions:

1. Trainees Successfully Pass the RS-CIT course.
2. IT Knowledge Centers conduct proper procedures, including:
   • Training inauguration, inspections, and completion activities.
3. Trainees achieve a minimum of 65% biometric attendance during the training program.

Approval and Payment

• Both installments will be processed and approved at the district level by the Deputy Director or Assistant Director of Women Empowerment.
